Background Summerhill Farm is a 96-acre livestock farm near Balmaclellan. Facing financial pressures, the clients sought to diversify income and secure the farm's long-term sustainability. With no suitable existing buildings, they proposed modest off-grid holiday accommodation within the Galloway Hills Regional Scenic Area.

The Proposal
The application proposed two holiday accommodation units made from recycled shipping containers. Each unit measures 12m by 4.8m and 2.4m high, finished with timber cladding and grey UPVC windows to blend into the landscape. Powered by air-source heat pumps, they share a septic tank and soakaway, resting on low-impact concrete corner pads. New mixed scrubland planting enhances biodiversity and screens the development.

Our Approach
Greenfinch prepared a comprehensive Planning, Design, Heritage, and Access Statement, addressing policy compliance under Dumfries and Galloway Local Development Plan 2 (LDP2) and National Planning Framework 4 (NPF4). The submission demonstrated:

  • Compliance with rural diversification policies (LDP2 ED2, ED9; NPF4 Policy 30)

  • Minimal visual impact within the Regional Scenic Area (LDP2 NE2)

  • Sustainable design using recycled materials and low-carbon energy

  • Sensitive siting, design, and access

  • Tangible local economic benefits without affecting housing stock

The proposal also addressed habitat improvements, limited ground disturbance, and sustainable drainage measures.

The Outcome
The application was determined under delegated powers with full officer support and no objections. The planning authority concluded it complied with development plan policies, subject to standard conditions.
